Excessive Barking

A dog within the City deemed to be a disturbance due to excessive barking is in violation of city ordinance, and the owner is subject to a fine not less than $50 but not more than $750. Pet owners can be cited for excessive barking occurring anytime during the day or night. If a dog or cat has been left outdoors and unattended for longer than one hour anytime between 10:00 pm and 6:00 am, and is barking continuously, howling, unduly annoys or disturbs the quiet of the neighborhood, and if the pet owner is not home or refuses to take the animal indoors, the police department may immediately impound the dog or cat.

Animal Waste

All animal waste must be removed from public thoroughfares, sidewalks, passageways, bypaths, play areas, parks, or any other public place and also on private property without permission from the property owner. The accumulation of animal waste on private property is considered a nuisance when an odor is present at the property line, or if the quantity interferes with the use and enjoyment of any neighboring property as the result of odor, visual blight, or the attraction of insects, rodents or other pests, or if a health hazard results. Upon receipt of a notice of violation, the accumulation must be removed within 24 hours. Failure to comply with the notice will result in a fine of no less than $100 and not more than $750.
