The Planning and Development Department strives to create a healthy and strong city community with beautiful neighborhoods and a thriving economy. The department provides a full array of economic development, planning and zoning, and neighborhood and housing improvement services.

Whether it is opening a new business, buying a first home, or making emergency home repairs for those in need of assistance, department professionals and technicians are committed to assisting all customers to achieve their goals. With an eye toward continuous improvement of our community and the services we provide, we look forward to the opportunity to assist you.

Location and Staff Availability
We are located on the first floor of Moline City Hall and open Monday through Friday from 7:30 am to 5:00 pm.  Division hours vary.  zoning & land development staff are generally available from 7:30 am - 4:30 pm with all other staff are available from 8:00 am - 5:00 pm.
