Single Family Owner and Rehabilitation Assistance Program

About the Program

The overall goal of this program is to provide forgivable loans to low-income and very-low income homeowners so their homes can be rehabilitated to minimum housing standards. Eligible items include but are not limited to HVAC, foundation issues, insulation, electrical and plumbing systems and house roof assembly’s repair/replacement (and attached garage). Roofing of a detached garage is not permitted under this program.

For homeowners receiving a direct HOME subsidy in the amount of $14,999 or less, a 0% HOME loan will be secured by a recorded Repayment Agreement with a repayment period of five years and will be forgiven at a rate of 1/60th per month. If the direct HOME subsidy is between $15,000 and $40,000, the repayment period will be ten years and the loan will be forgiven at a rate of 1/120th per month. The Repayment Agreement will be recorded after any existing mortgage liens.

Lottery Information
Beginning, Tuesday, February 18, 2014, any interested Homeowner of an Owner Occupied household may complete an entry form for program consideration.  Entry forms will be available at City of Moline’s Planning Department, 619 16 Street, Moline, IL  61265.  All entry forms must be received by the City of Moline’s Planning Department, by Wednesday, March 19, 2014, 5:00 p.m-no exceptions.  Only one entry form is allowed per address.

The City will have information available at the Moline Public Library on March 29 about other housing programs as well.   

Please be aware that applicants that exceed the current Moline, Illinois household income limits, listed in the table above, will not be considered for this lottery opportunity.
