Overview
Illinois Compiled Statue states that a company, corporation, or association outside of Illinois that sells fire insurance to property owners in the City of Moline must pay 2% of the gross receipts to the
Illinois Municipal League, which then distributes the funds to the Foreign Fire Insurance Board of Moline.

According to
City of Moline Code of Ordinances, the board is then authorized to expend the funds for the following purposes:
- Personnel expenditures for safety devices or education
- Personnel expenditures for training or training materials
- Personnel expenditures for health or physical fitness devices, education, or screenings
- Furniture, appliances, and other materials necessary for personal comfort of personnel the firehouses
- Specialized equipment such as cardio-pulmonary resuscitation dolls or jaws of life
- Compensation for treasurer and auditing of the fund
- Bonding for the board and its officers
- Pension contributions to the fire pension fund, but not contributions required of individual members of such fund
Board Membership
Members of this board are elected for a two-year term by the commissioned members of the
Moline Fire Department as follows:
- Battalion Chief
- Captain or Lieutenant
- Fire Chief/Public Safety Director
- Firefighter/Engineer
- Firefighter/Paramedic
- Two members At-Large
