The City of Moline has numerous Boards and Commissions established to provide advice to the Council on City matters. The Moline Historic Preservation Commission (MHPC) seeks to promote and enhance the educational, cultural and economic welfare of the City of Moline and its citizens by pursuing the identification and preservation of the community’s historically significant resources. The Commission meets the second Monday of every month from 4:00 to 5:30 p.m. in the Committee-of-the-Whole room, located on the 2nd floor of City Hall. Members of the Commission are: Jim Scott, Chairman, Barb Sandberg, Dan Mizner,  Craig Mack, Scott Perkins, Tom Bracke and Curt Roseman. The Moline Human Rights Commission seeks to help end unlawful discrimination within Moline and to assist in creating a Rock Island County-wide Commission to serve all participating local governments and their respective citizens.  The Commission meets the second Tuesday of the month January - September (except for June and July) at 4:00 pm, in Council Chambers, City Hall, or more frequently as determined by the Commission or its Chair. Members of the Commission are: Janet Cartwright, Chairman, Willie Ellis, Rick L. Meredith, Sonia R. Berg, and Debbie Murphy. City staff liason is Janet Zam. The Moline Commission on Youth encourages the wholesome development of the youth in the City. The Commission funds projects, programs and activities that provide the City's youth with opportunities.

The Moline Public Library Board seeks to promote the power of lifelong learning to its diverse community through quality resources and services.  The Library Board meets on the second Thursday of every month at Noon in the Library's Platinum room, 3210 - 41st Street, Moline. The Citizens Advisory Council on Urban Policy (CACUP)  serves as a vital information link between the citizens of Moline and City Hall.  Created by the City Council in 1975, all committee members are appointed by the Mayor, and approved by the Moline City Council.  CACUP members represent a diversified cross section of the community and make recommendations to City officials regarding local aspects of community development. CACUP meets the first and third Wednesday of the month at 5:30 pm in the Committee-of-the-Whole Room, located on the 2nd floor of City Hall. Members of CACUP are: Mary Kay Lorensen, Chairman, Florencio Mier, Tom Luse, Matthew Puck, Lynn Segura, Richard Clark  and Chris Vershaw. The Board of Fire and Police Commissioners is a three-member board appointed by the Mayor.   The Board has primary jurisdiction over the original appointments, promotions, suspensions in excess of five (5) days, and discharges of all ranks of firefighters and police officers, except the chiefs of both departments.  The Board makes appointments and promotions from eligibility registers that are established after extensive testing of candidates.   The Board derives its power and authority from Section 2-4400 of the Code of Ordinances, City of Moline, Illinois. The Board meets monthly on the second Tuesday at 4:30 p.m. at the Emergency Center, 1630 - 8th Avenue, Moline.  Members of the Board are: Robert C. Schwieder, Chairman, Scott J. Lohman, and Todd Rosenthal. The Board of Trustees of the Moline Police Pension Fund administers the police pension fund in accordance with the rules and regulations set forth in 40 ILCS 5/3. Recipients of pension benefits are retired/disabled police officers and their qualified surviving beneficiaries. The board is comprised of two active police officers, one retired beneficiary, and two persons appointed by the Mayor. The board meets quarterly on the fourth Wednesday at Noon, at the Emergency Center, 1630 - 8th Avenue, Moline.  Members of the Board are: Scott J. Williams, President, Kevin Schoonmaker, Barry J. The Consolidated Public Safety Communications Budget Board is comprised of the mayors of Moline and East Moline and two aldermen from each city.  The Budget Board convenes semi-annually for the sole purpose of discussing and approving budget matters relating to the consolidated public safety communications center (911 Centre Communications).  The Board meets bi-annually on the first Wednesday of February and August at 4:00 p.m., at East Moline City Hall Annex, Conference Room,
915 16th Avenue, East Moline or the Centre Station Conference Room, 1200 River Drive, Moline (location changes on alternate years).  Members of the Board are: Moline Mayor Don Welvaert, Alderman John Knaack, and Alderman Rick Meredith (Moline); East Moline Mayor John Thodos,  Alderman Helen Heiland and Alderman Jeff Stulir (East Moline). The Firefighter's Pension Board administers the firefighter's pension fund as prescribed in accordance with Chamber 40, Article 4, of the Illinois Pension Code, for the benefit of its firefighters, surviving spouses, children and certain other dependents. The Pension Board meets quarterly on the 2nd Thursday at 8:30 a.m. in the Finance Conference Room, East Annex, 1616 - 6th Avenue, Moline.

The Foreign Fire Tax Board manages a fund made up of the revenues received from the Foreign Fire Tax for the City of Moline. The general purpose of the fund is to allocate monies for the use, maintenance and benefit of the Moline Fire Department within the guidelines established by city ordinance.  The Board meets on the second Tuesday of the even months at 9:30 a.m. at Central Fire Station, 1630 - 8th Avenue, Moline. The Keep Moline Beautiful Commission works with volunteers to create a healthy, sustainable community environment promoting Beautification, Litter Prevention, and Recycling. Formed in 2008 to create a Keep America Beautiful affiliation for the City of Moline, the Keep Moline Beautiful Commission has formalized many existing volunteer programs developed several new programs and activities.
During the first year the Commission recruited 411 volunteers that collected more than 56 tons of trash and litter for the Great American Clean up, distributed recycling and environmental teaching materials to 14 elementary schools, planted the flowers in the downtown planters in partnership with a program called Join Hands Day, started a new Adopt A Garden program for city parks and entry ways, assisted with an Environmental Film Festival, and started bench marking the City’s carbon foot print as part of the Cool Cities Initiative. The Park Board strives to efficiently and effectively provide the highest quality of recreational programs and facilities to enhance the quality of life for the citizens of Moline.  Meetings are held at 3:30pm on the 4th Thursday of each month, at the Municipal Services Center, 3635 – 4th Avenue, Moline. Members of the Park Board are: Roger Clawson, Chairman,  Deb Petersen, Joe Cravero, Chip Nelson, Bruce Dalfanso, Nichole Fisher and Lauren Shrier. The Moline Plan Commission was created to ensure that adequate provisions are made for the preparation of a comprehensive City plan for the guidance, direction, and control of development and redevelopment within the City and contiguous areas that are within one and one-half miles of the City and not included in another municipality.  The Plan Commission is also involved in the review and consideration of City subdivision and zoning matters.  The Plan Commission meets the 2nd and 4th Wednesday of the month at 4:00 p.m. in Council Chambers, City Hall. The Traffic Engineering Committee makes recommendations to the City Council and the parking committee on the use of traffic signals, traffic signs, parking lots and traffic studies.  The committee is comprised of staff members from several city departments.  Committee members are: Scott Hinton, Engineering, Ike Sederstrom, Fire, Tim DeVrieze, Police, Shawn Christ, Planning & Development, and Mike Waldron, Public Works Administration.
