Buildings & Grounds is a section of the
Municipal Services Division which provides both mechanical
and janitorial services for city owned facilities. These
facilities include: City Hall, Court Annex, City Hall
East Annex, Emergency Center (Police and Fire), Four Fire
Stations, Two Libraries, Animal Shelter, Swimming Pool
Bath House, Park Pavilions, Public Works Building, Moline
and Riverside Mausoleum, Sexton’s Office, Moline Activity
Center, and Visitor’s Center.

The Parks Maintenance Section is
responsible for the maintenance of 600 acres of City-owned
park land, downtown and urban renewal landscaped areas,
all the accompanying facilities and fixtures on these
properties, and 200 acres of natural open space.
Thirteen full-time employees, along with temporary seasonal
employees provide and maintain quality park facilities,
open space, and cemeteries.
Parks Maintenance performs maintenance of
all trees and grounds on city owned right-of-way and in
city parks, cemeteries, and various properties in the
central business district. The City of Moline Foresters
do not perform maintenance on trees on private property.
Trees on the boulevard are the
responsibility of the City of Moline and maintained by the
City of Moline Foresters. No contractor may perform
maintenance on them without first obtaining authorization
from the City Foresters.

RULES AND
INFORMATION FOR WASTE COLLECTION AND DISPOSAL
The City of Moline collects
household waste
via an automated collection system. We
do not
provide this service for industrial or commercial
facilities. Automated carts are provided to each
residence and are the only container which may be used
for containing garbage to be collected.
Carts are required to be put out by 6:30 a.m. on the
scheduled day of pick-up.
Typical household trash may be placed in the carts as
long as it fits under the lid. Residents are encouraged
to recycle newspapers, magazines, paper, tin cans,
cardboard, cereal boxes and plastic bottles (no glass)
using the
blue curbside recycling cart.
Do not place dirt, sod or rock, yard waste, large
appliances or furniture, flammable materials such as
oil, gas or paint, concrete, hot ashes, tires and
hazardous waste in the carts.
If a
resident needs a second garbage container, there is a
one-time lease charge of $46.00 and an annual fee of
$40.00 to dispose of the extra garbage in the second
cart.
Special Pick-Up:
Each residence will
be provided one special pick-up service annually at no
charge. to schedule your free pick-up, call the
Sanitation department at 524-2400, Monday - Friday. Additional special pick-ups will be provided
upon a pre-payment of $40.00 to the Finance Office at
1616 - 6th Avenue, Moline.
Customers and neighbors can coordinate together with
each other to get multiple free special pick-ups per
year.
Placement of carts:
Carts are to
be placed 3' from adjoining items in order for the 'arm'
from the truck to encircle the cart and lift and empty
it into the truck. If the cart is placed with less than
the 3' clearance necessary, collection will not occur
until the resident places the cart in the proper
position the following week. Residents are asked not to
park vehicles so as to obstruct collection of the carts.
Again, should the cart not be accessible for the 'arm'
of the truck, collection will not occur.
Ownership and care of
carts: The
City of Moline is the owner of each automated cart.
Carts are not to be written on or defaced in any way.
Carts which fail in normal use are replaced by the City
under the terms of the warranty with the manufacturer.
Carts damaged through negligence or abuse will be
repaired or replaced with appropriate charges made to
the resident. If a resident moves, the cart
remains with the property for use by the next resident.
Building
materials, landscape waste,
and
miscellaneous rubbish generated by a contractor or
service
company performing work in your home must be
disposed of by that firm. This includes used carpet
which was taken up by the installers of your new carpet.
Only carpet that is removed by a resident will be
collected and must be placed in the automated cart with
the lid closed.
Railroad
ties
may be placed out for collection, but need to be cut in 2
foot lengths.
During January 1 - 15th,
Christmas trees will be collected when placed with
regular garbage.
Please place trees at least three feet from garbage cart
to allow for proper collection.
Any sharp objects such as
broken glass or needles must be placed in a
sealed container, such as a coffee can / milk jug.

YARD WASTE, BRUSH, TREE LIMBS

Grass bag
collection will start April 1.
Bagged lawn waste must be in biodegradable paper bags of
30-gallon capacity or less, which will withstand the
elements and have a Moline sticker attached.
Stickers may be purchased for $2.00 at most hardware and
grocery stores in Moline and at City Hall Annex or the
Public Works Building. Landscape waste
generated by a resident will be collected on the same day
as regular refuse collection.
Brush
trimmings
or tree limbs are to be tied in bundles less
than 4 feet in length and 1 foot in diameter to be picked
up in the same manner as bagged lawn waste. Piles
of brush and limbs that are not bundled will be
picked up
after the resident has paid a $85.00
collection fee at either City Hall Annex or the Public
Works Building. Please stack neatly – not under any low
wires or next to trees or poles. There is no limit to the
size of the pile, but 4 inches in diameter is the maximum.
The City offers free Christmas tree
disposal from
January 1 - 15th. Christmas trees
will be collected when placed with regular garbage on
normal collection days. Please place trees at least
three feet from garbage cart to allow for proper
collection.
Yard waste and leaves must be
separated from household refuse. Yard waste and leaves
may be placed in any biodegradable paper trash bag with an
approved City of Moline sticker attached and set out on
the normally scheduled garbage collection day.
*Yard waste will be collected through December 15th.
Stickers are not required from October 15- December 15.
As an alternative, leaves may
be raked to the boulevard for vacuuming by
City personnel, for no additional fee, from
October 15 through December 1,
weather permitting.
The city is divided into three areas from river
to river. During the leaf collection period, two crews work in
each area Monday – Friday from north to south. Residents
may call the Leaf Hotline at 524-2407 to
hear a pre-recorded message of the location of the
leaf vacuums or

daily location. Please rake leaves close to, but
not on the roadway. Do not include rocks, sticks or other
debris in the leaf pile. Refrain from parking vehicles in
front of leaves during leaf collection periods. Leaf
vacuuming is intended to aid in leaf disposal during the
peak season and should not be considered the primary
means of disposal. Residents are encouraged to bag
their leaves and take advantage of the free leaf bag
collection period (October 15 - December 15), rather
than wait for vacuum collection.
Residents may consider
the most environmentally-friendly option,
mulching or composting their leaves
as a "green" method of leaf disposal. Mulching
using the proper mower incorporates your grass and leaf
waste back into your yard, while composting using a
modern bin can make usable planting materials for your
garden or flower beds. Residents are encouraged to
use one or a combination of both of these "green"
options.
Please note that burning of
leaves, tree branches and grass clippings is no longer
permitted.

Initiatives
Moline offers its
residents the convenience of curbside recycling.
This is the step in becoming a greener city and becoming
responsible caretakers of our community and our earth.
In our throw away society, Moline generates 15,000 tons of trash annually at a
cost of over $264,000 in landfill charges. Since
implementation, the curbside program, together with the
drop-off recycling site and community efforts, has
removed 30% of waste formerly taken to area landfills.
Midland Davis Curbside Recycling Collection
All curbside recycling questions should be directed
to Midland Davis by calling 309-277-1625.
-If you are currently receiving garbage collection
from the City of Moline, you will automatically receive
curbside recycling at a charge of $2.56 per month on
your water bill.
-Recycling will be collected
every other week on your regularly scheduled day of
garbage collection. To determine when your recycling
pickup will be, first look on your cart lid for the word
"white" or "maroon". Then, view the
2010 recycling calendar to determine your pickup

-For ease of use, the Moline recycling program is single
stream, meaning all of your recyclables go into one cart
for collection. (No glass)
-On your
recycle week,
place your 48 gallon blue recycle cart at the curb three
feet from your garbage cart.

lid of your recycling cart.

-If you do not receive
the curbside recycling service, a drop-off recycling
center has been provided for your convenience.
-Moline's drop-off Recycling Center
is located
at 3635 4th Avenue, near the Municipal Services
Center.
-The drop-off recycling center is a dual stream program,
meaning that there is one container for all paper
products and another for comingled aluminum, tin,
and plastic recyclables. Please note that
glass will no longer be accepted at the drop-off
recycling. You may take
your glass to City Carton Recycling Facility at 4002
Kimmel Drive, Davenport (separate clear from other
colors)
-Paper recyclables accepted at the drop-off center
include newspaper and magazines, telephone books, cereal

Wal-Mart Supercenter,

RECYCLING SITES
The communities of East Moline, Milan,
Moline and Rock Island are hosting regional drop-off
recycling sites as part of a program sponsored in part by
the
RICWMA (Rock
Island County Waste Management Agency). The regional
recycling program is anticipated to increase recycling in
Rock Island County and to help meet the 25% reduction goal
set by the State of Illinois. The recycling rate is
currently estimated at 20%.
All residents living in Rock Island County
may use any one of five regional drop-off recycling sites
within Rock Island County. The sites are listed below.

through a two-stream process.

STREET MAINTENANCE

Street maintenance is a big job in a city
with hundreds of miles of arterial and residential
streets. Moline is at a latitude where extreme seasonal
weather changes cause repeated freeze and thaw cycles
during winter months, which speed up wear and tear on
pavements and create more potholes and pavement problems.
Another part of maintaining our streets is
maintaining the signage of these streets. Records are
kept on each and every sign on the streets of Moline. As
signs are damaged, destroyed, or stolen, new signs must be
made and put into place. New signs must also be made for
new neighborhoods and needs of the community.

ADOPT-A-STREET PROGRAM

If
you would like to become involved in the community and
help keep
Moline neighborhoods clean, contact the
City's "Adopt-A-Street" program. You, your family,
school, church, company or neighborhood organization can
get involved.
All volunteers must do is care for and
improve the aesthetics on both sides of a one-mile section
of a Moline city street. The City places a sign at the
beginning and end of the street to recognize the group's
efforts.
Volunteers may work on their street as
needed, with a minimum of four clean-ups a year
recommended. The City provides trash bags for debris
removal. Orange vests are available for volunteers to
wear during clean-up. After the trash pick-up is complete
and the Public Works Department is notified, crews are
sent to collect the full trash bags.
The program was created in 1994 in response
to corporations and civic groups who were interested in
keeping Moline thoroughfares clean and attractive.
Because of the positive response to the program, it was
expanded to include individuals, families, schools, scout
troops, etc. There are several city streets currently
available for adopting.
Moline is a beautiful place to live and
work, but we need your help to keep it that way. If you

MOSQUITO ABATEMENT
In
accordance with the recommendations of the Illinois
Department of Public Health, the City of Moline treats all
4,000 catch basins and its two ponds twice annually with
larvicide. This reduces the population of the Culex
mosquito that transmits the West Nile Virus by
interrupting the mosquito’s breeding cycle. Residents are
encouraged to drain all standing water from their personal
property where possible, including draining bird baths,
cleaning gutters, draining children’s pools when they are
not in use, and other items that may hold or trap water
that can become a breeding ground for mosquitoes.
Residents are also encouraged to avoid times and places
when mosquitoes bite. For more information, residents are

GRAFFITI REMOVAL

public buildings or other structures, please call the
Street Section at 524-2400. Give the exact location of
graffiti and City crews will remove it at the earliest
possible opportunity. Graffiti on private buildings or
structures is the property owner’s responsibility.

Moline’s leaf vacuuming service
runs October 15 - December 1, weather permitting. The
city has been divided into three areas from river to
river. Two vacuuming crews will be working in each area
Monday through Friday from north to south (1st
Avenue to 52nd Avenue). Crews will begin
working at the location where they ended the previous
day. Residents are asked to be patient as scheduled
pickups may change due to inclement weather or volume.

For optimum operations of vacuum equipment,
residents should rake leaves close to, but not on the

stores. Yard waste will be collected April -
December 15th.
Stickers are not required from October 15 - December 15.

The Public Works Department
is committed to maintaining arterial and residential
streets. Crews rely on residents to report potholes.
Residents are encouraged to call
the Pothole Hotline
at 524-2407. Once
the call is logged, a work order is generated and
assigned to a field crew.
Potholes are usually repaired within two days, weather
permitting. Potholes posing safety hazards or those that
will likely damage vehicles get immediate repair if
possible.
Winter weather is especially hard on city streets.
Potholes can be caused by water in the pores and cracks
of pavement freezing and expanding, then thawing. More
moisture can then enter and the cycle repeats. The
repeated expansion weakens and breaks apart the
pavement, and as vehicles drive over the weakened areas,
potholes are gouged from the concrete or asphalt
surface.
City crews operate
high-pressure asphalt injectors to make temporary
pothole repairs while other City crews use a truck
mounted hot mix machine to fill potholes by hand. Also,
a contractor may be hired to make permanent repairs by
rebuilding the pavement around the potholes. Street
maintenance crews repair potholes throughout the year,
not just after winter weather.

Potholes are an inevitable side effect of Midwestern
winters. Annually, the Public Works Street Division
sponsors the
"Pothole of the Month"
contest. The contest runs from January 1 through
March 31.
On a monthly basis, the City awards a $50 gift
certificate to the Moline resident who reports the largest
pothole. All potholes are repaired within 48-hours or by
the next working day following the report, weather
permitting. You may enter the contest by calling us at
309-524-2407 submit your name, phone number, address
and the location of the pothole using our
Online Service Request.
Entries will be
posted based upon the date and time the e-mail is
received. Winners will be notified by mail. You may
enter as many times as you wish; however, the award is
given to the first entry received reporting the largest
pothole (see Contest Rules).
Pothole of the Month Contest Rules:
1. The pothole must be a true pothole (not a trench
failure or uncovered cut).
2. Cracks alone aren’t considered potholes (unless
they’re really wide.)
3. Prizes are awarded to the first Moline resident to report
largest pothole (by volume). Calls are time-stamped by
the operator; electronic entries are time-stamped when
received by our server. Name, address and telephone
number must be submitted in order to be considered.
4. You may submit a pothole up until midnight on the
last day of the month. Any entries submitted after that
will be eligible for the next month’s award.
5. You may only win once a year. If you are the first to
report the largest pothole, but you already won that
year, the award will go to the next person who reported
the pothole. If no one else reported the pothole, the
prize will go to the first person who reported the
second largest pothole that month.
6. Employees of the City of Moline and their immediate
families are not eligible.
Winners will receive official notification by mail.

STREET SWEEPER

The Streets Section operates two street
sweepers and has 630 lane miles to sweep. Sweeping begins
in the spring after the danger of freezing conditions has
passed. The City has five main routes, which cover the
main arterial streets and are completed weekly. There is
no set schedule for frequency of sweeping residential
neighborhoods. Residents are invited to report unusual
problems and locations which may present a hazard to
public safety. These areas will be evaluated and
scheduled for sweeping as needed.

The City clears ice and snow from all
arterial (main) streets and from streets around hospitals
and emergency centers prior to plowing residential and
side streets. (Certain expressway segments and
thoroughfares are the responsibility of Rock Island County
and the Illinois Department of Transportation.)
The City has the following resources
available to combat snow and ice:

20 truck-mounted salt spreaders
-
25 truck-mounted snow plows
-
1 motor graders for use as plows
-
1 truck-mounted liquid de-icer spraying
units
-
45 employees
Once snow begins to fall, the Public Works
department will work 24 hours a day, 7 days a week until
the streets are cleared. Many main streets and thoroughfares in the
city are
Snow Routes. The routes are marked with red,
white and blue signs that read “Snow Route – Tow Away
Zone.” Snow routes are designed to keep main streets
clear for snow plows and emergency vehicles during heavy
snows. It is unlawful to park or allow a vehicle to be
parked on a snow route after it has been determined that
two or more inches of snow will fall.
Police officers are authorized to ticket
and tow any vehicle that is parked on the snow routes, if
necessary. Police will try to locate owners of vehicles
before they are towed. If your car is towed for that
reason, you may contact the Moline Police Department at
our non-emergency number, 797-0401. The dispatcher
answering the telephone will be able to give you
information on where your car is located and how you can
retrieve it.
Sidewalk Snow Removal
It is the property owner’s and/or
occupant’s responsibility to clear snow and ice from
sidewalks that border their property within 12 hours after
snow has fallen. Any accumulation of snow six inches or
greater in depth constitutes evidence of a violation.
Failure to comply with removal constitutes a public
nuisance. Pushing, plowing or shoveling snow into a
roadway is prohibited.
