Wild Animals
The City of Moline is prohibited by law from killing, trapping, catching or
relocating wild animals. The State of Illinois Department of Natural
Resources has exclusive jurisdiction of wild animals in Illinois. The State
even makes clear that “the regulation and the licensing of the taking of
wildlife in Illinois are exclusive powers and functions of the state” and
that even a home rule city like Moline may not regulate the taking of
wildlife. Specifically, 520 ILCS 5/2.1 provides that the State is the owner
and makes it a crime for anyone to possess or kill the wild animal.
There are wildlife services located in Moline that are licensed by the
Illinois Department of Natural Resources. For information and removal
