The Moline Police Department Traffic Investigation Section’s mission is to investigate, enforce and educate. The section is responsible for the complete investigation of fatal and serious injury crashes. The section also investigates hit and run crashes that are reported to the police department. Other duties include the coordination of security and traffic direction for the many special events and road races that take place in the City each year. The section is supervised by a Sergeant and is staffed by two full time traffic investigators, a secretary and a parking enforcement officer. The section also oversees the adult crossing guards for all the elementary schools located in the City. 

The Traffic Section also has two certified child safety seat technicians who are available to inspect citizen’s child safety seats. They will inspect the seats and also give instruction on how to properly place the seat in a vehicle to insure the safety of a child. These inspections are available by contacting the traffic section for an appointment. There will also be safety checkpoints conducted throughout the year, check this website for notices of locations and dates.

The Moline Police Department is dedicated to the enforcement of the state’s DUI laws and aggressively pursues all DUI arrests. The Department has been granted a grant from the Illinois Dept of Transportation that allows the department to hire overtime to patrol for and detect impaired drivers. The department is committed to the effort to keep the streets of Moline clear of impaired drivers.

Investigations: The traffic section has 3 full time investigators that are state certified traffic crash reconstruction specialists. There is also a fourth investigator that is trained in crash reconstruction. Investigators use state of the art measuring devices to process crash scenes and produce scale diagrams to conduct in depth investigations. Investigators have testified in civil proceedings, criminal trials, and coroner’s inquests as to the results of these investigations.

2002 Statistics

  • Of 104 Hit and Run Crash reports assigned, 81 were solved, giving the department a 78% clearance rate.

  • 28 requests for traffic investigators were made. Each request resulted in the technical investigation of the serious crash using traffic specialists and full-time investigators.

  • 15 squad car crash investigations were conducted. 

  • 12 traffic cases were investigated and upgraded to felony complaints. 

  • To help in traffic investigations, a new computer program was purchased as well as laser measuring equipment. This is used to conduct a more thorough investigation and reconstruction of fatal and serious injury crashes.

Enforcement: Selective enforcement programs include increased presence in school zones, shadowing school buses and cross town corridors such as River Drive, 12 Avenue, and Avenue of the Cities. The Traffic Section has targeted dangerous intersections with directed patrols to reduce the number of injury accidents in these areas. 

The Traffic Section has received several grants from the Illinois Department of Transportation for alcohol enforcement. The grants allow the Moline Police Department to have officers work overtime to detect and arrest DUI drivers.

Education: The Traffic Section teaches 8-hour blocks for the Moline Senior High School Driver’s Education Program. They remain active with the “Operation Prom Night” Program.
