Does the Moline Police Department have any citizen oversight for use of force and misconduct?

The Chief of Police may issue discipline for an officer within the department for a period of 5 days or less. Charges of a serious nature that would warrant discipline greater than 5 days of suspension, or termination, are handled by the Board of Fire and Police Commissioners.  This is a civilian board appointed by the Mayor. The Board of Fire and Police Commissioners has power to issue subpoenas, conduct hearings and issue discipline.
