New Plan Retrieval Process for Engineering Bids

Engineering - New Plan Retrieval Process

The City of Moline Engineering Division is striving to streamline our bidding and plan retrieval process.  Therefore, beginning in January 2019, our project plans and proposals will be available for electronic download in pdf format through our website, with pages scaled to print on standard 8.5” x 11” letter size or 11” x 17” tabloid size paper.  Paper copies of plans and proposals will no longer be available for pick up.  As part of this streamlining process, we will not be advertising projects for bid in our local newspaper.  All projects are advertised for bid on our website, with e-mail and/or text message notifications available.  If not already signed up to receive notifications via e-mail and/or text message, you may do so on our website.  

The notifications will include instructions on how to retrieve the project plans and proposals.  Anyone wishing to download the plans and proposals may do so, as long as they properly follow the instructions and include the required information.  All parties who download the plans and proposals will be included on a planholders’ list, which will be available on the City’s website, using the project link from the original notification e-mail.  Any addenda will also be available online for download, with notifications sent via email and/or text message through the same system.  Contractors are responsible for signing and submitting the addendum page via e-mail or fax, as well as including this signed page in their bids when submitted.  Any bids submitted not including the addenda may be deemed non-responsive. 

At this time, we are not offering full electronic bidding.  All bids must be submitted in a sealed envelope as required per our bidding instructions included in each project proposal.  This process is not changing at this time.  

In order to ensure there are no issues with this new process, the City will be releasing a trial project on November 4, 2018.  This will be purely a test, no actual project will exist.   Contractors are encouraged to test the process by following the online instructions to retrieve the plans and proposal, however this is not required.  This “test” project will be entitled “City of Moline Test Project #XXXX”.  Any questions or concerns may be addressed to Laura Klauer at lklauer@moline.il.us or 309-524-2368.
