Legal Division / Corporation Counsel

The role of the Legal Division of the City of Moline’s Executive Department is to provide sound legal advice and support to the City administration and City Council regarding municipal matters. Corporation counsel serves as the principal legal specialist for the City and attends meetings of the Council, provides applicable law updates, works at the direction of the Council to draft ordinances, resolutions and corresponding documents, defends and prosecutes legal matters on behalf of the City, and performs other legal and/or advisory services as needed or requested by administration and/or Council. The department plays a primary role in improving neighborhood quality and compliance through its Neighborhood Improvement Officer, and in responding to public information requests in accordance with the Freedom of Information Act through its FOIA Coordinator. 

The corporation counsel is not authorized to give legal advice to the general public or to accept private clients. The attorneys and staff are available to answer inquiries about City ordinances and to refer complainants to the appropriate City department when allegations of ordinance violations are received or as other requests for services are generated.
