Now Accepting 2024 Community Development Block Grant (CDBG) Applications!
CDBG funding is made available by the U. S. Department of Housing and Urban Development. Our funding for the CDBG Subrecipients (applicants) is anticipated to be around $75,000 for 2024. All grant requests must be for a minimum of $10,000.
Applications for year 2024 of the City of Moline CDBG program are due Sunday, October 22, 2023, at 5:00 p.m. Late applications will not be considered for funding. Interested applicants shall complete the attached forms and submit them to: City of Moline, Community & Economic Development Department, Attention: K. J. Whitley, Community Development Manager, 619 16th Street Moline, IL 61265. Applicants are advised to read the application instructions before completing the electronic application. The application must be submitted in full, including, all requested attachments.
There will be a pre-application (submittal) meeting held on Wednesday, October 4, 2023, (beginning at) 1:30 pm at City Hall 2nd Floor Committee-of-the-Whole (COW), 619 16 Street, Moline, IL 61265. Attendance is not required but strongly encouraged to assist you through the application process. Applications shall be electronically submitted through the Jotform: bit.ly/2024cdbg
All applicants who submit a completed application will have an opportunity to verbally speak on the application directly to the Citizen Advisory Council on Urban Policy (CACUP) Board for consideration. That meeting is scheduled on Thursday, October 26, 2023, at 4:00 p.m. CACUP has the discretion to recommend an award of less than $10,000 to a Subrecipient. All Subrecipients are required to have an active unique identifier number and actively registered in SAMs (sam.gov) within thirty days of CACUP recommendations to the Moline City Council.

Location and Staff Availability
We are located on the first floor of Moline City Hall and open Monday through Friday from 7:30 am to 5:00 pm. Division hours vary. Zoning & land development staff are generally available from 7:30 am - 4:30 pm with all other staff are available from 8:00 am - 5:00 pm.
