The Moline Police Department opened its SouthPark Mall community oriented policing (COP) office in 1996, with three officers assigned on a full-time basis. A federal grant enabled implementation of the new police substation, and joint funding from the mall owners and city are responsible for its continued success. In 2014, the program transitioned to C.O.P. South, with defined staffing at the mall and limited enforcement along the John Deere corridor. In 2017, work was completed on a full renovation of the substation.
In addition to providing law enforcement services, the officers routinely conduct crime prevention initiatives and participate in various events held at the mall. They are familiar faces to the merchants, customers, and mall walkers and a deterrent to criminals. The officers also provide supplemental patrols along John Deere Expressway and network with loss prevention and store management of businesses within the assigned area.
Throughout the year, they participate in a number of community and police programs, including bicycle rodeos, Kids and Cops Holiday Shop, and the Halloween program held at the mall.
The COP officers also conduct all follow-up investigations of crimes that occur on mall property and theft/fraud occurring at other retailers along the John Deere Road corridor, including obtaining charges and getting warrants signed.
